why the badge is the same as the City of Lake? and when I think about it, the badge is very similar to Your Not Kansas Anymore badge :-D

Not the same badge. They colors are switched ;) . The reason they did it is because ST. Paul and Minneapolis are called the "Twin Cities" (although they are nothing alike). So thats why the badges got released on the same day and look almost identical. (same badge switched colors)
